Dover District Council has appointed Willmott Dixon and developer Milligan to lead its town centre regeneration programme.
The two companies, appointed through the Pagabo framework, will review several council-owned sites to bring forward plans for their regeneration.
The council wants Dover to become a visitor destination, capitalising on its landmark coastline, rich heritage and medieval castle.
Willmott Dixon and Milligan will focus on improving public spaces, increasing town centre living, and bringing together mixed-use developments, including potentially the creation of a public sector hub, which will provide accessible health and public services in the heart of the town.
