MPs call for pause on permitted development rights

A group of MPs has called on the government to pause any further extensions of permitted development rights (PDRs) for change of use of commercial buildings to residential until it has conducted a review of PDRs’ role in the wider planning system.

A report by the Housing, Communities and Local Government Committee warned that some homes built under PDRs are of poor quality and that recent changes to the policy could undermine attempts to revitalise the high street and the ability of local authorities to plan development.

It added that the prior approval process for residential PDRs might have become so complicated it is now little different from the full planning process.
