Mace Consult, Bovis and WSP are among the 219 suppliers in a new iteration of a pan-government agreement for the provision of management consultancy services for the public sector.
The vetted suppliers of the Crown Commercial Service’s (CCS) Management Consultancy Framework Four (MCF4) will provide cost-effective consultancy advice across a range of specialisms, such as infrastructure, procurement and policy.
The framework’s total value is an estimated £5.7bn, according to bid management consultant EIB. It will run for two years to the end of July 2027, without the possibility of extension.

MCF4 can be used by central government departments and all other UK public sector bodies, including local authorities, health, police, fire and rescue, education, charities, third sector, housing associations and devolved administrations.
CCS requires suppliers to demonstrate they are committed to social value throughout the lifetime of the contract and that they have a carbon reduction plan that includes a net-zero commitment.
The framework is structured across the following 10 lots:
Lot 1: Business
Lot 2: Strategy and policy
Lot 3: Complex and transformation
Lot 4: Finance
Lot 5: HR
Lot 6: Procurement and supply chain
Lot 7: Health, social care and community
Lot 8: Infrastructure
Lot 9: Environment and sustainability
Lot 10: Restructuring and insolvency
Jon Kelly, strategic growth director at WSP, which has a place in three lots, said: “We’re pleased to be named as a supplier on CCS’s MCF4 complex and transformation lot.
“This framework provides a significant opportunity to partner with public sector clients on their most complex programmes, helping to deliver innovative, sustainable and cost-effective solutions that benefit communities across the UK.”
