Former construction minister Rowley resigned last week, amid pressure on Johnson to announce his own departure.
Callanan has been a parliamentary under-secretary of state at the Department for Business, Energy and Industrial Strategy since February 2020.
Prior to that, he was minister of state at the Department for Exiting the European Union from October 2017.
He holds a degree in electrical and electronic engineering from Newcastle Polytechnic. Prior to his career in politics, he worked as a project engineer at Scottish & Newcastle breweries from 1986 to 1998.
