Kier, Equans and Willmott Dixon have secured a place on a new £500m framework agreement to decarbonise public sector organisations, including the NHS.
The four-year NHS Shared Business Services Decarbonisation of Estates framework agreement can be used by all NHS and public sector authorities, including local government and housing associations, and includes public buildings and residential dwellings.
Work covered under the scheme includes internal and external wall insulation, ground source and air source heat pumps, electric heating solutions, photovoltaic systems, ventilation systems and lighting works.

It also involves traditional projects such as replacement of windows and doors, and tackling damp and mould in domestic properties.
An advantage of the scheme is that NHS trusts can simplify procurement by choosing a single contractor for multiple services through this framework, which means several upgrades can be implemented under one contract.
Suppliers named in the framework to date are:
Ashe Construction Ltd
Carbon3 Ltd
CLC Contractors Ltd
Equans Regeneration Ltd
FES Support Services Ltd
Graham Asset Management Ltd – T/A Graham
Irwin M&E Ltd
Kier Construction
Lorne Stewart PLC
MTX Contracts Ltd
Oakes Energy Services Ltd
R&M Williams (Holdings) Ltd
RG Carter Cambridge Ltd
Seddon Construction Ltd
Sewell Group
Speller Metcalfe
Vital Energi Utilities Ltd
Willmott Dixon Construction Ltd
A net-zero health service
The framework agreement aims to help the NHS achieve its target of becoming the world’s first net-zero national health service by 2040.
Willmott Dixon has secured a position on Lot 1 of the agreement to decarbonise public buildings across the North of England, Midlands, London and South East, South West and Wales.
Director of frameworks at Willmott Dixon, Chris Farr, said: “The NHS is investing significantly in decarbonisation, and we’re ready to provide practical, impactful solutions tailored to individual project needs. Our approach involves simplifying the process but still delivering the required results, made possible by bringing together our experts in decarbonisation, development and construction.”
Anjub Ali, senior category manager at NHS Shared Business Services, said: “With the announcement of over £1bn for public sector decarbonisation in 2024’s Budget, the Department for Energy Security and Net Zero confirmed funding for the next wave of the Public Sector Decarbonisation Scheme.
“This new framework agreement will support the delivery of the NHS’s ambition in delivering a net-zero health service and is a response to the profound and growing threat to health posed by climate change. It is geared towards helping the NHS modernise and decarbonise aged assets and buildings throughout the public sector’s estates.”
