Kier, Vinci, Morgan Sindall among contractors awarded £1.6bn retrofit framework

Kier, Vinci and Morgan Sindall are among the 56 companies appointed by procurement provider Pagabo to a £1.6bn decarbonisation solutions framework.
The scheme will support public sector organisations in delivering retrofitting projects across the public sector building stock. These include the installation of renewable energy sources and energy-saving lighting, and the replacement of inefficient glazing.
Kingston upon Hull City Council is serving as the contracting authority for the framework, which will run for four years.

Other tier 1 contractors included in the scheme include Willmott Dixon, Equans, ISG and Tilbury Douglas. It also includes 32 SMEs.
The suppliers appointed can provide a complete business solution, allowing clients to go directly to main contractors to undertake retrofit assessments, work up costs, self-deliver or bring in supply chain partners to deliver schemes while serving as a single point of contact.
The framework has four value banded lots, applicable to the 12 geographical regions, giving a total of 48 sub-lots.
Lot 1 – up to £1m
Lot 2 - £1m to £5m
Lot 3 - £5m to £15m
Lot 4 - £15m+
Earlier in April, Pagabo launched a healthcare-specific decarbonisation framework, with Great Ormond Street Hospital as the contracting authority.
Jason Stapley, chief procurement officer at Pagabo, said: “With the growing focus on the role decarbonisation has to play in working towards and meeting net-zero goals, we know that this framework – and its healthcare sister offering – will be well utilised by clients, helping them to meet their individual goals while working towards bigger picture goals at the same time.”
