Terry Stocks, the former deputy head of estates at the Ministry of Justice, is to join Faithful+Gould as head of public sector, with a brief to “grow the consultant’s presence right across government, with a particular focus on education”.
Stocks also acted as delivery director for the UK BIM Task Group, where he was responsible for promoting the use of BIM in key government departments.
Faithful+Gould, a member of the Atkins group of companies, is a framework consultant to the MoJ for project management and quantity surveying under the MoJ’s Strategic Alliance, and acted as the client’s representative on Cookham Wood, the government’s first early adopter BIM project.

Jaimie Johnston, director of Bryden Wood, also an MoJ Strategic Alliance partner, said that the departure would be a significant loss to the public sector construction community. “I’m remarkably sorry to see him leaving, what he did for the MoJ in pushing them forward was absolutely fantastic. He was a massive asset to the public sector construction sector.”
Stocks was also chair of the Central and Local Government stewardship group, which develops Level 2 BIM and its adoption within central government departments and local authorities.
He also sat on the Cabinet Office Construction Client Board, which sets the agenda for UK government departments’ project delivery.

Stocks, a civil servant for the past 24 years, leaves the MoJ as Lend Lease is due to start work on the construction of the £200m Wrexham prison (pictured above), which is targeting cost savings of 26% via Level 2 BIM and the “two stage open book” tendering process.
While at the MoJ, Stocks project managed more than 10,000 new prison spaces and introduced lean project management to the MoJ, driving over 25% improved efficiency within project delivery outturn cost
